Very much agree. To get the results you want, you need to be clear on what success looks like, then ensure you have the right people to deliver it, incentivise them to do what you want (not the opposite) and hold them accountable. And don't believe that just becuse they haven't been elected to their positions, they're "independent" and therefore untouchable. Civil servants, like people in business - and NGOs too, are human and have interests and motivations. Pretending that they don't is a recipe for failure.
